OBSTACLES TO STUDENT PARTICIPATION

Attending a school that offers the program is the most basic form of access, but institutional participation does not guarantee that individual children will have effective access to the program. Between the hungry child and the meal, there are four major barriers: application, certification, verification, and the price of the meal. Picture a child who is hungry at school. His mom has no food to fix him a lunch to carry and no money for him to buy the school lunch. He is poor: income-eligible for a free lunch. What can be standing between him and that lunch?
